The two things that actually cost Canadian importers money are electrical certification (a CE mark does not satisfy Canadian requirements) and thin dealer coverage, which makes spare-part and service planning the decisive part of the purchase, not the price.

Why Canadian buyers source from Germany

Canadian industry buys German capital equipment for the same reasons it buys German cars: the machines are engineered for long duty cycles and hold their capability over decades. Germany exported roughly USD 2.85 billion of machinery, reactors and boilers to Canada in 2024 - a substantial figure in absolute terms, but modest compared with Germany's flows into the Netherlands or the USA.

That relative modesty is the key strategic fact for a Canadian buyer. Many German manufacturers have no dedicated Canadian dealer, covering the market from a US subsidiary or directly from Germany. Whether that is acceptable depends entirely on how critical the machine is.

CETA: getting the duty-free treatment you are entitled to

The Comprehensive Economic and Trade Agreement eliminates tariffs on essentially all industrial machinery of EU origin. It is not automatic.

Require the origin declaration in writing at PO stage

The German exporter must place a CETA origin declaration on the commercial invoice, referencing their REX (Registered Exporter) number. Put this in the purchase order as a condition, not in an email afterwards.

Confirm the goods actually originate in the EU

A German company selling a machine assembled elsewhere may not be able to declare EU origin. Ask explicitly where the machine is manufactured - the answer determines your duty position, not the brand on the nameplate.

Classify correctly before shipment

Get the HS code agreed between you and the exporter in advance. Reclassification at the border delays release and can trigger a CBSA review of your import history.

Remember GST/HST still applies

CETA removes duty, not tax. GST at 5% - or HST at the applicable provincial rate - is payable on the duty-paid value at import, recoverable by registrants through input tax credits.

CE marking does not satisfy Canadian electrical requirements. This is the most expensive surprise in German machinery imports to Canada. Electrical equipment must carry certification from an SCC-accredited body before it can be legally energised. Field evaluation after the machine has landed typically costs CAD 3,000-15,000 and can add 4-10 weeks - and occasionally requires panel rework. Resolve certification during procurement, and make it a supplier obligation.

Provincial compliance you must plan for

  • Electrical certification. CSA, UL Canada, Intertek or another SCC-accredited mark. Either factory-certified before shipping or field-evaluated on arrival - factory is cheaper and faster.
  • Ontario Pre-Start Health and Safety Review. Required for many new or modified installations under Regulation 851. Engaging a professional engineer early avoids commissioning delays.
  • Pressure equipment. Boilers and pressure vessels require provincial registration - TSSA in Ontario, ABSA in Alberta - and typically a CRN. German PED conformity does not substitute. CRN registration takes 6-16 weeks; start it at order placement.
  • Bilingual requirements. Quebec requires French-language safety documentation and markings under the Charter of the French Language. Specify translated manuals and control labelling in the contract.
  • Electrical supply. Canada runs 60 Hz; Germany 50 Hz. Confirm motor, drive and control specification for 575 V / 600 V three-phase where applicable - a common Canadian industrial voltage with no European equivalent.

Negotiate the service model before the price. With limited Canadian dealer coverage, ask every German bidder: who performs warranty work in Canada, what is the guaranteed response time, where is the nearest parts stock, and what does a technician visit cost per day including travel? A slightly more expensive machine with a Toronto or Montreal service partner routinely beats a cheaper one supported from Germany.
